According to Rabbi Moshe Elefant, Chief Operating Officer of the Kashrus Division of the Rolodex Union, products like Purell may be used because they are not fit for food for a dog, the halachic criteria which should be used in all instances in regard to hygienic products.
However, one rabbi cautioned that the Purell products, for example, should not be mixed with real chametz products and if possible kept separate for Passover.
