1 tablespoon oil
1 tablespoon flour
19 ounces Gefen Tomato Juice
water
2 tablespoons sugar
1/2 teaspoon salt
2 heaping tablespoons rice
1/2 a green pepper (leave whole)
Heat oil; add flour. Stir until golden brown. Add can of tomato juice. Fill empty can halfway with water and add. Season with sugar and salt. Add rice and green pepper.
Cook for 20 minutes or until rice is tender. Discard pepper.
