1. Using a gloved hand, mash up fish patties.
2. Mix well with ginger, garlic, green onion, soy sauce, 1/3 cup panko, two tablespoons sesame seeds, lime/lemon zest and mint.
3. Form into nine to 10 small patties.
4. Mix together remaining panko and sesame seeds. Dip each patty into panko and sesame mixture.
5. Heat oil over medium-high heat. Fry patties until lightly browned on both sides. Serve with spicy mayo.
