1. Preheat oven to 350 degrees Fahrenheit.
2. Place chicken in a 9×13-inch pan and sprinkle with spices. Bake covered for one hour.
3. In a small bowl, whisk flour with orange juice until smooth. Stir in remaining ingredients.
4. Remove chicken from oven and discard juices. Pour sauce over chicken and bake uncovered for one hour, basting with sauce every 20 minutes.
