Latke Fritters
3/4 cup water
1/2 stick margarine
1/4 teaspoon salt
1/2 teaspoon sugar
3/4 cup all-purpose flour
4 eggs
1 Russet potato
1 sweet potato
1 tablespoon onion flakes
1 tablespoon tarragon, chopped
1 tablespoon chives, chopped
1 teaspoon salt
1 teaspoon pepper
