my understanding is that garlic cannot be roasted whole because each clove has to be individually checked for bugs

That is a great Q! Checking kale can take some time. I recommend finding the bug checking guide from the Stark K, CRC, OU. etc. Alternatively, many kosher grocery stores sell it pre-checked.
